That is entirely the captain's decision and most fishing charters say no. Ask before booking rather than turning up with a dog.
Hooks, gaffs, bait and a moving deck make a working fishing boat a poor place for a pet, and most captains decline for that reason. Private sailing and sunset charters are more likely to say yes.
